Storm Water Management Project City of Orleans, Iowa

The Challenge

The City of Orleans, which bounds the shorelines of East Lake Okoboji and Spirit Lake in Dickinson County, wished to address flooding problems within the City from storm water runoff. In addition to flood relief, the project goals included a very important matter for residents of the Iowa Great Lakes area--improvements in the quality of storm water runoff that discharges to the lakes.

The KPL Solution

The enhanced wetland area is designed to hold and slowly discharge runoff from very large rainstorms, bringing 100-year flood protection relief to many properties in the community while improving the quality of storm water discharging to East Okoboji. The Consulting Engineers Council of Iowa awarded Kuehl and Payer, Ltd. with an award in the Specials Projects, Storm Water Management Category for our role in planning, designing and construction management of this project that they judged to address social and economic factors and be of future value to the engineering profession.

Results and Benefits

Since completion, the flood control pumping system is providing the east side of the City of Onawa effective flood control. The City Council and the Board of Supervisors have expressed that the system effectiveness surpassed their expectations. In 1999 the Consulting Engineers Council of Iowa awarded Kuehl and Payer, Ltd. the Honor Award for Engineering Excellence for our role in this project which they judged demonstrated “Originality, Uniqueness and New Application of Existing Technology”.
