Mr. Devitt joined Kuehl and Payer Ltd. in 2006 after completing a 21 year career with the U.S. Public Health Service. During his U.S. Public Health Service career John was detailed to a federal agency providing engineering and construction support services to Indian Reservations throughout the continental United States and Alaska.
John spent the early years of his U.S. Public Health Service career as a project engineer planning, designing, and performing contract administration services on water and wastewater projects constructed in communities on Indian Reservations in North Dakota, South Dakota, Iowa, and Nebraska.
During more recent years, John worked as a project manager and a member of the Project Leadership Team for the construction of health care facilities (hospitals, clinics and staff quarters) on Indian Reservations in North Dakota, South Dakota, Iowa, and Nebraska.
Mr. Devitt was a member of the Project Leadership Team of the following projects: The Aberdeen Area Indian Health Service Youth Regional Treatment Center ($5.7M, Mobridge, South Dakota), the Pine Ridge Comprehensive Health Care Facility ($22M, Pine Ridge, South Dakota) and the Winnebago Comprehensive Health Care Facility ($48M, Winnebago, Nebraska).
Water and Wastewater Planning/Design
John has planned, designed, and managed construction contracts for wastewater treatment facilities, waste stabilization ponds, lift stations, water treatment facilities, community wells, ground storage reservoirs and other sanitation facilities projects in communities ranging in population from 100 to 11,000 people. John has worked with a number of rural water systems serving regions in Nebraska, Iowa and South Dakota.
During the years John has provided technical assistance to communities seeking funding through the CDBG, EPA and IDNR.
John’s past experience also includes time with a geotechnical firm performing geotechnical subsurface exploration, soil, and construction materials testing.
John has coordinated numerous projects with federal agencies including U.S. Army Corps of Engineers, Environmental Protection Agency, Department of Housing and Urban Development, as well as the Departments of Natural Resources and Environmental Control in a number of states.
John has twenty years of experience working with federal contracts and the requirements of the Federal Acquisition Regulation (FAR) relating to construction projects.
