Municipal Solid Waste Landfills Construction Design & Administration

The Challenge

Kuehl & Payer, Ltd. has been providing professional services for the management of solid waste for the Sac, Buena Vista, and Cherokee County landfills over the past 25 years. In 2007, the State of Iowa passed new landfill regulations that required all landfills planning to remain in operation to utilize composite-lined waste cells meeting EPA Subtitle D regulations. Those landfills not equipped with Subtitle D lined waste cells were required to cease operations and incur the additional expense of transportation and disposal of waste at a compliant landfill.

 

The KPL Solution

Since 2005, Kuehl & Payer, Ltd. has been working with the Cherokee and Sac County Landfills planning horizontal expansions to their facilities with Subtitle D waste cells. Then in 2006 and 2007 plans and specifications for the construction of the first expansion waste cells at both landfills were prepared. The design and construction for these facilities involved the installation of a groundwater diversion and collection systems, installation of Subtitle D liner systems, installation of a leachate collection systems, and the expansion of gas and groundwater monitoring systems. Kuehl & Payer, Ltd. additionally assisted the owners with Bidding, Construction Administration, Project Observation, and Construction Staking for these projects.

 

Results and Benefits

Both Sac and Cherokee County Landfills were able to construct new, lined waste cells in accordance with State and Federal environmental regulations, thereby allowing each facility to continue providing an economically feasible means of solid waste disposal in their respective service areas.
