The first priority for the Consultant was to review the City’s formal organization, establishing ordinances, staff levels, job descriptions, funding support, concerns, and needs. To accomplish this, the Consultant completed a series of comprehensive interviews with all Department Supervisors, Council Members, and Mayor. An analysis of the positions, interactions, responsibilities, decision making processes, levels of authority, span of control, flexibility and supervisory authority, etc. was completed for each of the leadership positions. Many organizational structure weaknesses or outdated approaches were identified. Key staff additions or alterations of responsibilities for providing higher levels of citizen responsiveness were identified. |
