Municipal Organization Evaluation

The Challenge

The City of Coralville, Iowa (a central Iowa city of 18,000 population) was experiencing rapid growth in and around the community. This growth (residential and commercial) was straining the existing municipal organization’s ability to provide efficient and effective service levels to the citizens. The Administration and Council initiatiated a review and analysis of the existing organizational structure to determine where there may be areas needing attention such as expansion, contraction, or consolidation of service efforts.

 

The KPL Solution

The first priority for the Consultant was to review the City’s formal organization, establishing ordinances, staff levels, job descriptions, funding support, concerns, and needs. To accomplish this, the Consultant completed a series of comprehensive interviews with all Department Supervisors, Council Members, and Mayor. An analysis of the positions, interactions, responsibilities, decision making processes, levels of authority, span of control, flexibility and supervisory authority, etc. was completed for each of the leadership positions. Many organizational structure weaknesses or outdated approaches were identified. Key staff additions or alterations of responsibilities for providing higher levels of citizen responsiveness were identified.

 

Results and Benefits

The Consultant’s report resulted in recommended changes in departmental responsibilities and authority with alternatives offered that would allow the City Administration to provide service and address community issues in a more effective and efficient method. Process and organizational changes improved the city’s ability to proactively provide municipal services to an increasing population with ever increasing community needs.
