Mr. Kuehl has devoted his entire engineering career to consulting engineering starting in 1967 and continuing to the present. In 1983 Neal along with Bob Payer co-founded Kuehl and Payer Ltd. with Neal heading the water, wastewater and swimming pool planning and design areas of the firm. Neal has served as the planning and design engineer on hundreds of projects in Northwest Iowa. It is difficult to drive 50 – 100 miles from Storm Lake in any direction without passing through numerous communities that have benefited from his engineering work. Most of these communities still remain as Clients of Kuehl & Payer.

As a principal of Kuehl and Payer, Neal has served as President, as a member of the Board of Directors and Executive committee and is currently Senior Vice President. Neal continues to assist with the operation and management of Kuehl & Payer Ltd..

Neal’s past experience includes time in the military with the U.S. Army Corps of Engineers and later with Burns & McDonnell Engineering Company before returning to Iowa in 1973.

Neal’s experience has included water, wastewater, and swimming pool projects funded by all funding agencies normally associated with municipal projects including RDA, CDBG, SRF, and IDNR. Included in his design/construction experience are water treatment plants ranging from simple iron removal plants up to $2,000,000 lime softening plants. Likewise, wastewater experience has included projects small and as large as $6,000,000 . Swimming pool and aquatic center planning and design has included renovation construction up to $3,000,000.

Water and Wastewater Planning/Design

Mr. Kuehl has served as project manager for over $50 million in projects for numerous cities in Iowa. Recent examples include the $2,000,000 lime softening plant in Sac City and the $4,000,000 wastewater treatment plant renovation in Cherokee. Neal has been a leader in nitrate water treatment with nearly a dozen nitrate removal projects in northwest Iowa alone. A recent innovative project that used co-precipitation to remove radium from deep well water in Odebolt is an example of the innovation that Neal has provided communities. Mr. Kuehlwas the first engineer in Iowa to use a covered aerated lagoon approach to removing ammonia nitrogen.

Swimming Pool Planning

Kuehl & Payer is one (1) of the few Iowa based Engineering firms providing complete planning, design and construction administration for swimming pool/aquatic center construction. This gives Iowa communities an alternate to firms providing that same service from a distance. Neal has been involved in swimming pool work since 1975 when he assisted the City of Odebolt with the renovation of their existing pool--a project that still functions. Neal has applied modern concepts of zero depth, water slides, water play activities, sand play and volleyball areas, grassy sunbathing areas, etc. to numerous Northwest Iowa communities for both renovations and new construction. Kuehl & Payer received a CEC/IA Engineering Excellence award in 2002 for design work on the renovation of the Rock Rapids, Iowa municipal pool.
