As co-founder of Kuehl and Payer Ltd., Mr. Payer has over 25 years of experience in transportation-related civil engineering projects. Bob has served as the planning and design engineer on hundreds of projects and in the capacity of the project/construction manager on the majority of his design projects during the construction phase of these projects. Bob is actively involved in all of his projects from conception to completion.
Mr. Payer’s past street/highway projects have included those funded in whole or in part by state and/or federal sources as well as IDOT and FAA funded airport projects. Included in his design/construction experience are city street projects (both PC and HMA) and airport planning or improvement projects in northwest Iowa. Bridge designs have included multi-span steel, prestressed beam, and concrete slab structures. In addition to bridge design, he has inspected and analyzed over 1,000 structures located in counties and cities throughout Iowa.
Infrastructure Improvements
Mr. Payer has served as project manager for approximately $60 million projects for numerous cities and counties in Iowa. Over 90 miles of Portland cement concrete and asphaltic concrete street/road improvements have been designed and constructed under his supervision. These improvements were completed in both cities and counties under various traffic conditions. Improvements were in rural, commercial, industrial, residential, and scenic park areas. These projects include reconstruction of overhead and underground utilities, signalization, and traffic analysis including sign and signal inventories.
Alternate Transportation and Infrastructure Enhancements
Bicycle and pedestrian trailways, skateparks, tennis courts, ball fields and general recreational park enhancements have all been designed and constructed under the project supervision of Mr. Payer.
Extension/improvements to runways, taxiways, hangars, airport planning and zoning and land acquisition are all services provided under Mr. Payers project supervision.
Mr. Payer has had design/management responsibility for sanitary landfill operations, well monitoring and testing, solid waste disposal including separation, recycling and composting and storm water control.
Bob’s experience with diversified project funding sources enhances his capability to assist clients in providing services that are within budget parameters and established schedules. Funding sources have included state and federal funds such as RUT, REAP, USTEP, and TEA-21/SAFETEA-LU, projects funded with general obligation bonds, TIF and special assessment bonds and general budget projects have all been completed through his project management and supervisory services.
