Communities are finding it more and more complicated to stay in compliance with Iowa Department of Natural resources regulations governing community water and wastewater facilities. Water and wastewater facilities must be sampled and tested on regular basis. Reports must be filed with Iowa’s Department of Natural Resources. Records must be carefully kept. Perhaps the most expensive requirement now facing communities is the IDNR requirement that water and wastewater operators be certified. Many communities, even if they can find a certified individual, cannot afford to employ an operator full-time.

The contract operators conduct sampling and work with testing laboratories to analyze sample results, prepare and file necessary reports with IDNR and maintain a file of all records, attend and facilitate IDNR inspections. The operators also attend city council meetings and report to city councils (or other governing groups) to keep them informed of operations, problems, or to alert them to required maintenance actions.
